**Citizens must register their vehicles in the County in which they reside**
Motor Vehicle information via telephone is provided at 303-621-3123. To prevent errors, fees WILL NOT be quoted over the phone. Credit Cards ARE NOT ACCEPTED.
If you are writing a check, we must have the following on the check:
- Your driver's license number
- Your current phone number
- The check maker must imprint Name and Address on the check
Please make checks payable to: Elbert County Clerk
Our office does NOT accept the following checks:
- Out of state
- Temporary
- Credit Card checks
If your check is returned to our office for insufficient funds, the following actions will be taken:
- A $20.00 returned check fee would be charged.
- Your vehicle's registration and license plates will be CANCELLED and possibly seized by the Elbert County Sheriff's Office.
- For two years from the date of the check, all transactions will be CASH ONLY.

Proof of Insurance
The State of Colorado requires minimum insurance requirements of the below amounts in order to register your vehicle:
- Bodily Injury $25,000.00 per person / $50,000.00 two or more persons
- Property Damage $15,000.00
OUT OF STATE INSURANCE HOLDERS MUST ALSO MEET THE MINIMUM
INSURANCE REQUIREMENTS.
Colorado requires that all registered vehicles operating on Colorado roads to be properly insured. Effective July 1, 1999, all owners of Tax Class C (passenger, motor home, and
motorcycle) will be required to provide proof of insurance for the vehicle prior to vehicle
registration/renewal. This does not change the fact that all motor vehicle types must have
insurance coverage.
We will accept the following as proof of insurance coverage:
- Valid Insurance Card
- Declaration Page
- Binder/letter from an insurance company on company letterhead
The Laws
In 1997, House Bill 1209 was enacted. This legislation requires the Motor Vehicle Division to contract with a provider to develop and maintain a database of insured vehicles. The Bill also requires any insurance company that writes vehicle liability
policies in Colorado to report new policyholders and cancelled policies at least
monthly to the provider -EFFECTIVE JANUARY 1, 1999.
In 1998, House Bill 1213 was enacted. This legislation requires County Motor Vehicle
offices throughout the state to deny vehicle registrations for all passenger, motor home
and motorcycle vehicles that do not have proof of insurance when registering those
vehicles -EFFECTIVE JANUARY 1, 1999.
The County Motor Vehicle offices will renew your vehicle registration when shown proof of insurance. It is not the responsibility of this office, however, to contact Explore or your insurance company; this is your responsibility.
Your license plates cannot be renewed without proof of insurance. You will be unable to drive your vehicle without a valid vehicle registration and license plates.
You must have proof of insurance to receive a temporary permit.

Fees and Taxes
Specific ownership taxes are based on the year of manufacture of the vehicle and the original taxable
value, which is determined when the vehicle is new and does not change throughout the
life of the vehicle.
Ownership tax is in lieu of personal property tax. The tax is assessed for the time period,
which an individual owns the vehicle. Vehicles do not need to be driven in order to be
assessed this tax.
For an approximate figure of the ownership taxes for twelve months you may use the
following schedule:

When purchasing a vehicle, there can also be some back ownership tax due to your
purchase date. We figure taxes from the date of purchase and the next twelve months
forward at time of registration.
Elbert County has State sales tax only of 2.9% and a County sales tax of 1%. Sales tax in the town of Elizabeth is 3%
Note: Colorado plates remain with the customer, not the vehicle. If a vehicle is sold or
traded, license plates should be removed and a pro-rated portion of that registration fee
may be credited toward your new vehicle purchase or the renewal of another vehicle
registered in the same name, provided the registration is not expired at the time the credit
is applied for. Plates, proof of sale and registration should be brought into the office.

When Purchasing a Vehicle From a Dealer The Following Paperwork is Required:
- A manufacturer's statement of origin, or title properly assigned.
- A standard sales tax receipt.
- Application for title, form DR2411.
- Joint Tenancy / Tenancy in Common
- A security agreement, odometer statement, VIN inspection, and a dealer's bill of
sale, if applicable.
- A certified weight slip is required when titling a truck for the first time in
Colorado without an MSO and the empty weight is between 4,500 and 10,000
pounds. A certified weight slip is required when titling a motor home for the
first time in Colorado.
- If you have plates you wish to transfer, bring your registration and plates from
the old vehicle.
Once the County receives the paperwork from the dealer, a "Title Complete" card will be sent to the customer. The cards will not show the amount due nor will fees be quoted over the phone.
If there is not a lien on the vehicle, the dealer may send the paperwork directly to the individual not to the County. Please check with the title clerk at the dealership to find out where the paperwork will be mailed.
- Proof of Insurance required.
Note: Colorado plates remain with the customer NOT the vehicle. If a vehicle is sold or traded, license plates should be removed. A pro-rata portion of the
registration fees may be credited toward the same owner's renewal or new vehicle
registration, provided the registration has not expired at the time of the credit. Bring
in old plates and proof of sale or trade-in date.

When Purchasing a Vehicle From a Private Party, the Following Paperwork is Required:
- A title, properly transferred from seller to buyer.
- If title is with a lien holder, a bill of sale, insurance on the new vehicle, and proof of ownership from previous owner will allow you to receive a temporary registration/tag.
- If the title is not a Colorado title, you will need to get a VIN verification (available at any emission station upon request for a fee, licensed Colorado dealer or Colorado law enforcement officer).
- Older Colorado titles may require a notary. If the title has a spot for a notary to sign, it needs to be notarized, or Statement of Transfer (in lieu of notarization of Colorado title), Form DR2445 needs to be filled out.
- A Bill of Sale
- If the vehicle is newer than 10 years old, an odometer statement is required.
- Most titles provide a place for the odometer reading.
- If you have a lien on the vehicle you will need a security agreement/loan agreement. The security agreement must list:
- Description of the vehicle including year, make and VIN.
- Total amount of payments (amount of lien)
- Signature in ink, carbon or copy, stamped as true copy of original.
- Lien holder's name and address.
- A certified weight slip will need to be submitted when titling a truck that weighs between 4,500 lbs. and 10,000 lbs.
- If the truck has a Colorado title, or an out of state title that shows the weight, a weight slip is not necessary.
- The same applies for a motor home.
- If you have plates you wish to transfer, bring your registration and plates from the old vehicle.
- Proof of Insurance on the new vehicle is required, a fax copy is acceptable.
- Sales tax and registration fees are collected at the time the title is processed. Credit Cards are not accepted

When Re-Registering a Vehicle From Out of State, the Following Paperwork is Required:
- A registration not more than 6 months expired (original)
- Leased vehicle-registration must show lessor (owner) and lessee, or provide a lease agreement.
- Lessor's name, address and lease date will be needed.
OR a title (a copy of the title accepted)
- If out of state title is not surrendered, a Colorado title cannot be issued.
- Lien holder's name and address if applicable.
- Purchase date
- Verification of the vehicle identification number, Form DR2087
- Available through any emission station upon request, Colorado dealer or law enforcement officer.
- If you own a non-titled vehicle or coming from foreign country, please see a clerk for a complete checklist. Certified VIN inspection required.
- Certified empty weigh slip must be submitted for truck weights between 4,500 lbs. and 10,000 lbs. and for a motor home.
- If the empty weight is listed on the registration or title, weight slip is not required.
- Proof of Insurance is required prior to registration on tax Class C (passenger cars, motorcycles, motor homes and buses) and Class B (light trucks and recreational trucks).

Information for Persons with Disabilities Regarding Parking Privileges
Introduction
The following information is intended to provide valuable
information regarding the application of disabled parking
privileges. Applications can be obtained from any County
Department of Motor Vehicle Office.
Statute Information
A person is Mobility Impaired as described by the Colorado
Revised Statute 42-3-121, which states: "person with a
disability" means a person "so severely impaired that such
person is unable to move from place to place without the aid
of a mechanical device..."
Qualifying Criteria
The following criteria require certification by a person fully
licensed to practice medicine in Colorado:
- Persons who cannot walk without the aid of another person, a guide dog, a companion dog, a walker, a cane, crutches, braces, prostheses, or a wheelchair.
- Persons are mobility impaired by best corrected central visual acuity of 20/200 or less in the better eye as measured by the Snellen Test, OR persons who have central visual acuity better than 20/200 with a limitation of the field of vision such that the widest diameter of the visual field subtends an angle of 20 or less.
- Persons who are restricted by a pulmonary condition to the extent that the Arterial Oxygen Saturation, on room air, at rest, is 90% less or the patient desaturate to 90% or less on mild exercise, OR who use prescribed portable oxygen during the day.
- Persons who have a cardiac condition to the extent that the person's functional limitations are classified as class III or IV according to the standards of the New York Heart Association.
- Persons who have a disability that would be aggravated by walking 150 to 200 feet under normal environmental conditions and a resultant mobility impairment of the same degree as described in the four criteria above.
Fees and Options Available
No fee is required for permanent and temporary placards when submitting the application.
Regular license fees and ownership taxes will be charge for license plates. There is no additional fee for the plates.
For all of the following you must obtain an Application Form from your physician and your physician must complete the Physician Information on the form and sign / date it.
Options are as follows:
- Permanent License Plates Only
Persons with a disability owns and drives a vehicle:
- Submit a completed application in the name of the person with a disability.
- Enclose a photocopy of the title or registration to the vehicle.
- Permanent License Plates and Permanent Placard
If a person has an additional impairment which makes it impossible to hang a placard in a vehicle, they may have one set of plates for their vehicle, and a placard for use when they are driven by someone else.
- Application procedure is the same for license plates.
- Permanent Placard - No Fee
For persons with permanent disabilities who do not own, or who own more than one vehicle:
- Submit a completed application in the name of the person with a disability.
- A permanent placard will be issued which is to be placed inside the vehicle when the person with a disability is riding.
- The placard is movable from one vehicle to another.
- Temporary Placard - No Fee
For persons with a temporary disability to the degree described under Qualification:
- Submit a completed application in the name of the person with a disability.
- A 90-day temporary placard will be issued which is to be placed inside the vehicle when the person with a disability is riding.
- The placard is moveable from one vehicle to another.
- Disabled Veteran Handicap Plates
All applicants need to comply with the same requirements as a regular Disabled Veteran plate. In addition, they will need to provide an application for Persons with Disabilities Parking Privileges. This application will need to be signed by a Colorado physician.
