  • Provide essential services to the citizens of Elbert County in a cost-effective and timely manner
  • Respect and protect private property rights without excessive government intrusion
  • Empower the residents of Elbert County to be productive, and encourage responsible commercial, residential and agricultural development in the County
  • Promote an environment of cooperation, integrity and openness, and invite active citizen participation
